There are plentiful dealers in Kyiv, with just about every kind of car you might want. You can even find Fords (built in Bellorussia), Jeeps (but not other Chrysler products), and a Ukrainian built version of the Cheverolet (I don't recall what they call them). Lexus, Mercedes, Toyota, Cooper, etc are all available there. As to hiring a driver - you can find available drivers just about anywhere. Many taxi drivers will work for you, if you pay well.
